The Weak Case for Proof of Identity on Ham VOIP by G.Mike Raymond - K5HUM ARGUMENT for Identification of Hams Services like CQ100,eQSO and EchoLink can connect to repeaters and Link Stations that are capable of directly or remotely transmitting RF energy on Ham Radio frequencies, frequencies that are limited only to licensed Ham operators. Identifying and attempting to restrict these services to the use of Hams only will especially eliminate CB'ers and Lids from invading the spectrum and services. THE ACTUAL FACTS: Existing FCC Rules provide extensive penalties for violation of any rules and regulations. Ham Radio has traditionally been a self monitored and self policed hobby which has worked for 90+ years. Why is it no longer enough? Any non Ham can purchase used or NEW Ham equipment and transmit directly. GMRS (especially the FREE FAMILY RADIO SERVICE - FRS) has existed for years now with ZERO enforcement problems for the FCC in light of the millions of units sold. Frequently (and in most all known cases) it is licensed Hams who violate the existing rules. Licensing and identification does nothing to stop bad intentions. Additionally, the technology exist to track, locate, isolate and capture any and all violators transmitting radio energy illegally. Finally your IP or Internet address when online is recorded by your ISP and becomes a matter of record. The European eQSO voip Ham service has existed for years with an OPEN policy with zero troubles. They simply state that only licensed Hams can use the repeater rooms. They have experienced a zero flood of non Hams gumming up the service. SIDEBAR At least EchoLink has made the requirement of Identification reasonably by allowing you to phone a special number from your home telephone. This assumes you have Caller ID activated. Personally, I still do not agree with this ID Big Brother'ism. It's a nuisance, reeks of elitism, and is a further erosion of your right to privacy. -[QRT]-
